FCBCache turned on disallows file type changes.

Description:

Ensuring the ulimit and filesystem allow for large file sizes are just two of the items that need to be checked when converting a file from the standard PRO/5 2 gigabyte files to either 4gb filetype or the 64-bit filetype. 

If FCBCACHE is turned on (the keyword fcbcache will appear in the config.bbx file), then PRO/5 is to keep files opened at the system level, if possible, even after an application has requested a file channel to be closed. 

Since a file has to be LOCKed in order to change it’s filetype, not even the OS can have it open prior to issuing the OPEN(ch,mode=”4GB”)file$ command.
