Error 0, TCB(10)=-101, occurs on Windows when creating a file

Description:

This can be caused by not having all appropriate drives DSKSYN'd. It has specifically been observed when a CD-ROM drive was not DSKSYN'd. 

Resolution:

Ensure that all drives that are not going to be referenced are properly DSKSYN'd, or reference the file via a fully qualified pathname.
