Description:

An ERROR 16 TCB(10)=17, on an OPEN of a pipe or a Ghost alias to a Pipe indicates that the system may be running low on handles. An OPEN of a pipe requires 4 handles (not FCBS) temporarily. 

Resolution:

Adding an appropriate HANDLES= entry in the config.bbx file will force the allocation of more system handles.
