Error 0, TCB(10)=-33, OPENing files due to single-user license

Description:

Prior to Rev 2.10 when a single user version of BBx OPENs a file, it will not allow other versions of BBx to OPEN the file. If another BBx attempts to OPEN the file, it will issue an error 0, TCB(10)=-33. This is the intended behavior--if multi-user access to the file is desired, a multi-user version of BBx must be used instead of a single-user version.
